So after meeting with the Champaign Police Department, I was able to develop a better focus for my story at the least. North District Commander Lt. Joe Swenson was able to give me a pretty lengthy answer on why a far amount of graffiti and public vandalism is under-reported, and why some private businesses may not choose to report it either. When I talked to a local liquor store though, who likewise didn't report the graffiti on the side of their wall, I received a much different answer then I had expected.
